The City of Hallandale Beach and the Golden Isles Safe Neighborhood District (GISND) are in the process of developing the Golden Isles Vision Plan. The city will be installing new utilities in the upcoming years which will require reconstruction of much of Layne Boulevard. This Plan will primarily guide the final roadway design and overall improvements to Layne Boulevard as the street is reconstructed.
During the last several months the GISND Board has been working with the city and Stantec Consulting Services to identify potential designs for the future reconstruction of Layne Boulevard. Various concepts have considered elements such as sidewalks, bike lanes, shared-use paths, traffic calming, median enhancements, a dedicated drive aisle for the existing on-street condominium parking spaces and relocation of the median, expansion of the median in its current location, drainage, and utilities, among other factors.
All concepts have been developed utilizing the existing 70’ right-of-way. The street as it is today does not meet current safety or roadway design standards. A reconstruction of it may require additional improvements to meet current standards based on the final design, such as installation of curb and gutter if, for example, a sidewalk is not separated from a travel lane. Some improvements will impact the encroachments in the public right of way; efforts will be made to reduce those impacts.

NOTE: Following results of the community survey, Concept #1 has been removed. Concepts #2 and #3 reflect the responses from the community survey.
